Direct ANPR data access for a more efficient Public Administration

The integration between ANPR and the PDND marks a significant new step in the digital transformation and modernization of Italy’s Public Administration

The digital transformation of Italy's Public Administration has taken another significant step forward with a new method of accessing the National Register of the Resident Population (ANPR). Public authorities and public service providers can now directly consult the registry information required to carry out their institutional duties, without asking citizens to provide certificates or documentation that is already available in public databases.

Direct access through the National Digital Data Platform (PDND)

Access to the data is provided through the National Digital Data Platform (PDND), the system that enables the secure and standardized exchange of information between public administrations. Thanks to this infrastructure, authorized entities can retrieve up-to-date information directly from the national database, eliminating the need for manual procedures or the duplication of data.

The objective is to promote greater interoperability among public bodies and simplify administrative processes, while reducing the administrative burden placed on citizens.

Less bureaucracy for citizens and public administrations

With this new system, users of public services will no longer be required to repeatedly submit certificates or self-declarations containing information that public authorities can already obtain independently. Direct access to registry data eliminates unnecessary administrative steps, speeding up procedures and improving the efficiency of public offices.

Public administrations also benefit from the new system through a reduction in verification activities, shorter processing times, and lower costs associated with collecting and managing paper or digital documentation.

Security and access monitoring

The use of data contained in the ANPR remains subject to strict rules. Each public administration may consult the information solely for institutional purposes and must comply with personal data protection legislation and the principles of proportionality.

To ensure the proper use of the service, the Ministry of the Interior will monitor all access requests made through the PDND. Should any anomalies or consultations that are inconsistent with the declared purposes be detected, the relevant authority will be required to carry out the necessary investigations. Failure to comply with the applicable requirements may also result in the suspension of access to the platform.

The integration of the ANPR with the PDND marks an important milestone in the ongoing modernization of Italy's Public Administration.
