Extension of Temporary Protection for Ukrainian Citizens Until March 2027

Extension of protection measures and renewal of residence permits for Ukrainian citizens in Italy.

The extension until 2027 strengthens protection for Ukrainian citizens in Italy, providing legal stability and more time to plan for the future

Italy confirms its commitment to welcoming Ukrainian citizens affected by the conflict by extending temporary protection measures until March 2027. The extension is set out in Decree-Law No. 201/2025, published in the Official Gazette at the end of December, which introduces urgent provisions not only concerning support for Ukraine, but also regarding the renewal of residence permits for Ukrainian citizens who were already present in Italy before 24 February 2022 or who left their country as a result of the conflict.

Under the decree, Ukrainian citizens holding residence permits for special protection will be able to apply for renewal until 4 March 2027. This measure falls within the broader framework of the European Union’s decision to extend temporary protection for people displaced from Ukraine, ensuring legal continuity and stability for those already living in a Member State. For many beneficiaries, renewing their residence permit is an essential step in order to continue working, access services, and maintain a life plan in Italy.

Data show that Italy hosts a relatively limited number of Ukrainian citizens compared to other European countries. According to the latest Eurostat statistics, the majority of beneficiaries of temporary protection are concentrated in Germany, Poland, and the Czech Republic, while in Italy the number stands at just over 56,000 people. This figure highlights a significant difference compared to the initial flows recorded in the first months of the conflict, when arrivals were much higher.

In this context, the extension until 2027 also takes on strategic value from an administrative and migration perspective. For those considering alternative or complementary solutions—such as an Italian visa for employment or family reunification—temporary protection continues to represent an important safeguard, offering time and tools to plan the future in a more informed and secure way.
