Online procedures for residence contracts: workers trained abroad and EU Blue Card

Digital signature on the Portale Servizi for BC and LFE forms

Digitally signing the residence contract through the Portale Servizi simplifies the formalities for companies and foreign workers, without changing the substantive requirements for entry and residence in Italy for employment purposes

The digitalization of administrative immigration procedures continues to shape the way entries into Italy for work purposes are managed. In this context, over the past few months the Ministry of the Interior has expanded the features of its Portale Servizi, introducing new tools that allow residence contracts to be signed online, including for specific categories of foreign workers admitted outside the quota system established by the decreto flussi (annual entry quota decree).

The update has involved two particular types of entry: foreign nationals who have completed vocational and civic-language training programs in their countries of origin, and highly qualified workers who access the Italian labor market through the EU Blue Card.

New online methods for signing the residence contract

The possibility of handling the residence contract digitally is a further step towards simplifying the formalities associated with hiring staff from abroad. The feature has been extended to applications identified by the BC and LFE forms, allowing the parties concerned to complete the signing through the Single Desk for Immigration (Sportello Unico per l’Immigrazione), available within the Ministry of the Interior’s Portale Servizi.

The procedure now allows a digital signature to be used to formalize the contract, reducing the need to rely on traditional paper-based methods. The foreign worker’s handwritten signature nevertheless remains available, where the conditions permitted by the applicable rules are met.

Training abroad and access to work in Italy

The beneficiaries of the new procedure include foreign nationals who have taken part, outside Italy, in vocational training and civic-language preparation programs. These are programs provided for by Article 23 of the Consolidated Immigration Act, aimed at facilitating employment in Italy through preparation acquired before entering the country.

The possibility of concluding the residence contract online makes it easier to handle subsequent formalities, allowing employers to operate through the online tools provided by the Administration.

EU Blue Card: simplification for highly qualified workers too

The extension of the procedure also concerns foreign nationals entering Italy to carry out highly qualified work under the EU Blue Card, governed by Article 27-quater of Legislative Decree No. 286/1998.

For this category too, the availability of digital signing allows the residence contract to be handled through the Portale Servizi, without changing the legal requirements governing the entry and employment of qualified workers.

Formalities after the worker’s entry

The new feature applies to the stage following the foreign national’s arrival in Italy. Once entry has taken place, the employer must record the relevant information in the reserved area of the Portale Servizi, so that the administrative procedure can move forward.

Following this step, the prepared documentation is sent by certified email (PEC). The employer must then sign and send the required documents, completing the formalities needed to formalize the employment relationship.

More efficient management of work-related immigration procedures

The introduction of digital signature for the BC and LFE forms has confirmed the trend towards increasingly online management of entry procedures for work purposes. The possibility of using the Portale Servizi to sign the residence contract helps make the formalities incumbent on companies and foreign workers easier, encouraging greater integration between administrative procedures and digital tools.

This operational simplification does not change the substantive conditions required for entry and residence, but offers those concerned a more modern and efficient way to complete the formalities required by law.
