In December 2024, the Italian government introduced significant changes to the Immigration Law through Law No. 193 of December 16, 2024, which affected, among other aspects, the Investor Visa Program for Italy. These reforms expanded the investment options that allow non-EU citizens to obtain an investor visa and a residence permit in Italy.
Previously, the investment options included:
• Investment in italian government bonds:
o Minimum amount: €2 million
o Minimum duration: 2 years
• Investment in the share capital of an Italian company:
o Minimum amount: €500,000
o Minimum duration: 2 years
• Investment in an innovative Italian startup:
o Minimum amount: €250,000
o Minimum duration: 2 years
• Philanthropic donation:
o Minimum amount: €1 million
o Intended for projects of public interest in areas such as culture, education, immigration management, scientific research, and the restoration of cultural and landscape assets
With the December 2024 reforms, a new eligible investment category was added:
• Investment in venture capital funds:
o Minimum amount: €500,000
o Minimum duration: 2 years
This reform reflects Italy's commitment to attracting foreign investments that contribute to the country’s economic and social development, expanding the categories of investments that qualify non-EU citizens, such as investors from the United States, Canada or Australia, to apply for an investor visa and aligning the Italian investor visa program with similar programs in other EU countries.
