The process of digitalizing administrative procedures related to the entry and stay of foreign citizens in Italy continues. The Services Portal of the Ministry of the Interior has confirmed the activation of a new feature that allows the online management of the signing of the residence contract for certain categories of workers entering the national territory outside the quotas established by the Decreto Flussi (Flows Decree).
The new procedure applies in particular to foreign citizens who arrive in Italy after completing professional and civic-linguistic training programs organized abroad, as provided for by Article 23 of the Consolidated Immigration Act (Legislative Decree No. 286/1998), and to highly qualified workers admitted through the EU Blue Card procedure governed by Article 27-quater of the same decree.
Thanks to the update of the IT system, residence contracts linked to applications submitted under forms BC and LFE can now be signed directly in digital format through the dedicated section of the Immigration One-Stop Shop (Sportello Unico per l’Immigrazione) available on the Ali Portal.
It remains possible to use the foreign worker’s handwritten signature, ensuring continuity with the procedures already in place and allowing the signing process to be completed.
After the worker enters Italy, the employer must access their reserved area on the Ali Portal, enter the information regarding the worker’s arrival, and complete the subsequent procedures by signing and submitting the documentation received via certified electronic mail (PEC).
The introduction of this function represents a further step toward simplifying procedures related to work-based immigration. The aim is to make communication between companies, foreign workers, and the Public Administration faster and more efficient, reducing bureaucratic requirements and promoting a system increasingly based on digital tools.
