After 18 months of lawful residence in another EU Member State, a Blue Card holder may move to Italy without the need for a visa, by applying for the “Nulla Osta” at the Immigration Desk (“Sportello Unico per l’Immigrazione”) within one month. This authorization is issued within 30 days and allows the applicant to obtain an Italian residence permit. Moreover, during the first 90 days of their stay, the worker may already carry out work activities by simply submitting a declaration of presence to the police authorities.

Facilitated access to the Long-Term residence permit

Article 9-ter of the Consolidated Immigration Act grants EU Blue Card holders privileged treatment in obtaining a long-term residence permit, which is valid for 10 years and renewable.
Anyone who has legally resided in the European Union for at least five years—of which two in Italy—may apply for this permit. This represents a significant simplification compared to other non-EU citizens, who must demonstrate five consecutive years of residence exclusively in Italy.

Protection of family unity

The legislation also allows family members of a Blue Card holder to benefit from the same process. Provided they meet the time requirements—five years of legal residence in the EU, including two in Italy—they may obtain a long-term residence permit identical to that of the main applicant. This provision ensures family continuity and stability, supporting a stronger integration process for the entire household.
