It’s official: Italy and Japan have fully implemented the new agreement on the “Working Holiday” program — an initiative designed to promote youth mobility and cultural exchange between the two countries. The ratification law no. 136 of September 17, 2025, published in the Official Gazette no. 224 of September 26, 2025, marks the entry into force of the protocol signed in Rome on May 2, 2022.
An opportunity for young people aged 18 to 30
The agreement allows Italian and Japanese citizens between the ages of 18 and 30 to obtain a one-year working holiday visa. During their stay, participants may engage in temporary or casual work for a maximum period of six months, even with different employers, without the need for a specific work permit.
Each government will determine annually the maximum number of visas that can be issued under this program. This bilateral initiative aims to strengthen ties between the two nations, giving young people the chance to experience new cultures and gain professional skills that contribute to their personal and career development.
Entry into Italy and applicable regulations
As provided by Article 27 of the Consolidated Immigration Act (Legislative Decree no. 286/98), participants in the program are included among the categories authorized for entry “outside of quota,” meaning they are exempt from the numerical limits set by the immigration flow decrees. Once in the country, participants must still apply for a residence permit in accordance with current Italian law.

A bridge between cultures and opportunities
This new agreement represents an important step in Italy–Japan cooperation, laying the groundwork for a flow of mutual experiences and knowledge. The “Working Holiday” program is not only an opportunity to travel and work, but also a concrete way to build a more open and interconnected future for younger generations.
