The conversion of residence permits for study purposes into work purposes is possible under Italian law and has been facilitated following the changes introduced by Legislative Decree 20/2023, known as the Cutro Decree.
How the conversion of the permit works
The request for conversion can be made at any time of the year without having to wait for the publication of the flows decree and can be requested both to carry out subordinate work and self-employed work.
General requirements
Those who wish to request the conversion of the residence permit must first of all be holders of a valid residence permit for study purposes or in the process of renewal.
In the event that the conversion is requested to carry out subordinate work, the applicant must be the recipient of a job offer of at least 20 hours per week issued by an Italian employer/based in Italy and which provides for remuneration in line with that set out in the applicable National Collective Agreement.
In the case of conversion for self-employment, the applicant must demonstrate that they have sufficient financial means (minimum amount of approximately 8,500 euros per year) and that they are in possession of the necessary authorizations/licenses to carry out the activity, if required by the applicable legislation.
Special cases
Non-EU students holding a residence permit for study reasons enrolled in degree, master's or doctorate courses can request the conversion even before completing their studies, while those taking professional training courses or internships must wait to complete the training cycle.
Finally, for those who have obtained a degree in Italy and do not yet have a job offer from an Italian employer, it is possible to convert the study permit into a residence permit while waiting for employment (up to 12 months) by registering on the employment lists.
