Family members of non-EU citizens can apply for a visa and residence permit for family reasons according to art. 29 and 30 of L.D. 286/98 to join their family members already residing in Italy who hold a visa/residence permit of at least 12 months (except for EU Blue Card, EU ICT and investor visa's holders for whom the minimum duration does not apply) allowing the family reunification by demonstrating the availability of a suitable accommodation, income and the existance of the family link.
The applicant will receive a residence permit of the same duration of the family member already residing in Italy and will be able to work.
There are different procedures to apply for it, such as:
- family reunification - by requesting an authorization (nulla osta) and the visa when the family member is outside Italy
- family cohesion - by requesting the residence permit while the applicant is already in Italy and authorized to stay for another reasons (e.g. tourism or study)
Family members of EU and Italian citizens, once they enter Italy as tourist, can apply for a residence card (carta di soggiorno) according to L.D. 30/2007.
Family members up to the 2° of Italian citizens who do not satisfay the conditions to apply for a carta di soggiorno may request a residence permit for family reasons according to art. 19 L.D. 286/98.
In any case, are considered "family members":
- spouse (of at least 18 years of age) not legally separated or divorced and including civil unions or marriages between same-sex partners celebrated abroad and registered in Italy as civil unions
- children under 18 years of age, also of the spouse as long as the other parent gives their consent
- children over 18 years of age if economically dependent on the parent because of disabilities
- parents economically dependent as long as they do not have other children in the foreign country of residence
- parents over 65 years of age with no other child who could maintain them in the foreing country of residence

Those who want to come to Italy for study purposes and stay over 90 days must apply for a study visa and residence permit.
Study courses that grant the student the right to apply for a visa are various:
- enrollment into university courses of first and second level
- Italian language courses
- professional training courses
- single university courses
- exchange programs and international mobility
By proving the successful enrollment into the study course and the fulfilment of the accommodation, financial means and travel conditions provided by the law, students can apply for a visa at the Italian Embassy or Consulate in the foreign country of residence and apply for a residence permit within 8 days from their entrance in Italy.

Non-EU citizens who reside in Italy and have held a residence permit for at least 5 years can apply for an EU long-term residence permit by proving the availability of an accommodation, income, abscence of criminal convictions or proceedings as well as the knowledge of the Italian language with at least A2 level.

Non-EU citizens applying for Italian citizenship by descent may obtain a residence permit to stay in Italy while the citizenship application is being processed by an Italian Municipality.
It is crucial to verify in advance to be eligible for Italian citizenship by descent and to have all the necessary supporting documents ready because once arrived in Italy the applicant shall request to the Italian Municipality (Comune) the registration in the Register of the Population and once the registration is confirmed, shall file the citizenship application to the same Municipality and proceed then to the request of the residence permit for awaiting citizenship.

Citizens of the European Union, by enjoying the principle of freedom of movement and establishment stated by EU Treaties, do not need to obtain a visa or residence permit neither for short-term or long-term stays.
