  • at the Unified Immigration Desk (Sportello Unico per l’Immigrazione), for those arriving for work or family reunification;
  • at the Police Headquarters (Questura), if the entry is for other reasons.

Certain categories are not required to sign the agreement, including:

  • unaccompanied minors or those under 16 years of age;
  • individuals with serious disabilities that prevent self-sufficiency or language learning;

Duration, suspensions, and extensions of the integration agreement

The agreement is valid for two years, but it can be suspended or extended in the case of valid reasons, such as:

  • serious health or family problems;
  • work or study commitments, even abroad;
  • participation in training courses.

Credit system: how integration is assessed

Integration is measured through a credit system. At the time of signing, the foreign national is awarded 16 points. The score can be increased by attending courses, obtaining language certifications, or recognized academic qualifications.

However, credits can also be deducted in the event of:

  • criminal convictions (even if not final);
  • application of security measures;
  • administrative or tax penalties exceeding €10,000.

Final evaluation: what happens after two years

One month before expiration, the Unified Immigration Desk assesses the level of integration achieved:

  • if the foreigner has at least 30 credits, the agreement is considered successfully completed;
  • if they have between 1 and 29 credits, the agreement may be extended for one more year;
  • if they have 0 or negative credits, the agreement is considered failed, which may lead to revocation of the residence permit and expulsion from the country.

Those who are unable to provide supporting documentation can still take a final test to demonstrate their level of integration.
